Fix Bridge To Kubernetes to work in Disconnected Environments

Describe the bug I am trying to get Bridge To Kubernetes to work on an isolated network. I manually transferred the required docker images into my k3s cluster but the restoration pod always fails with ErrImagePull. I believe the issue is caused because RemoteRestoreJobDeployer.cs, _GetJobSpec method is configuring the imagePullPolicy: Always. If this was configured to IfNotPresent I think the pod might start or at least I would make it further.

Mention the platform you are using I am using Visual Studio 2022

To Reproduce Steps to reproduce the behavior: Try to use Bridge To Kubernetes on an isolated network without an internet connection.

Expected behavior I would like the imagePullPolicy for any required pod set to IfNotPresent
