no proxy config but still goes to the proxy server

Describe the bug Gallery is not loading up. Run wireshark on computer It is sending traffic to the proxy. internet options on the win 7 box is all unchecked no settings batch explorer Edit <> Configure proxy is empty. Should be going straight out to the internet. Send traffic to proxy.

To Reproduce Steps to reproduce the behavior:

1. open batch explorer
2. Click on Gallery
3. nothing populates
4. Start wire shark up
5. hit the refresh and look at wire shark, it is sending traffic to proxy.

Expected behavior Should populate the Gallery with 6 programs apps to use

I went in and added a different proxy in batch express and it is still using the other proxy

I believe this is related to #1444
