Change Windows Server Virtual Machine Configuration default to latest (2019)

Currently defaults to 2008R2 which is soon to be deprecated

Looks like currently their is no client side ordering. Don't think the API being called to list the OS skus has any guarantee about order so should probably add sensible defaults for each family.
