Enforcing minimum TLS version on the Service

Currently Azure AppConfiguration supports TLS 1.2 and TLS 1.3. Multiple Azure Services already allow enforcing minimum TLS version per tenant.

Azure Storage Event Hub App Services

Policy to control that would be a great addition as well.

The feature will enable environments with very specific TLS requirements.
