feat: add excludeFeatureFlags as an optional key

What type of PR is this?

What this PR does / why we need it: Kata image doesn't want to install containerd and it just wants to use the one comes with Mariner base image. Given that FeatureFlags is the only way to tell whether it's Kata or not, I add excludeFeatureFlags in the package level so that the package will be skipped if it finds a feature flag from the build pipeline equal to the one defined in components.json.
