fix: refactor packer.mk into packer.sh

What type of PR is this? /kind feature

What this PR does / why we need it: In general, Make is a much less flexible base to build off of. Would be good to only use Make when it is a necessity. Refactoring packer.mk into packer.sh to allow for the opportunity to leverage the power of bash scripts.
