[Feature] Mutations in deployment safeguards

In v2 of deployment safeguards, we will be adding mutations to Enforcement mode. This will allow for deployment safeguards to mutate your K8s manifests to add best practices that you are missing.

All safeguards that allow for mutations will be publicly documented. With the addition to mutations to Enforcement mode. Enforcement mode will no longer be set to just Deny, but instead Deny + Mutate. This will allow for deployment safeguards to ensure that your deployment will still be blocked if it is not following best practices.
