[Feature] Support Shadow cluster where all traffic is copied into a shadow cluster
Feature request:
Support what Ambassador is doing with a service, but at cluster level - ex. Member cluster A has a shadow cluster A. https://www.getambassador.io/docs/edge-stack/latest/topics/using/shadowing
Ambassador provides traffic shadowing which allow for testing a new version of a service side by side with the current service. This works well only if the service is stateless. For example, you shouldn't shadow a checkout service which may charge the customer twice.
What is the expected behavior when shadowing a cluster? I assume it is about replicating every k8s resource mutations from A to its shadow.
However some of the k8s resources will result in the creation of azure resources like a LB service might create a public IP (but the public IPs will be different between the cluster and its shadow cluster). Is this desirable?
