Add missing regions to AKS Construction Helper

Is your feature request related to a problem? Please describe. AKS is currently available in 45 regions (https://azure.microsoft.com/en-us/explore/global-infrastructure/products-by-region/?products=kubernetes-service), but AKS Construction only lists 13. We should add the remaining regions so customers can easily deploy to any region they wish.
