AKS-Construction Default cluster egress type

managed Network Address Translation (NAT) gateway integration is now generally available as the preferred egress choice for clusters.

We should change the default from LoadBalancer in the bicep and in the UI

AKS still deploys a loadbalancer, not nat gateway so will close this for the time being.
