Unable to the load api page after running `azd up`

Describe the issue: After running azd up, clicking the api endpoint in the log results in a failed page load as follows:

More error messages on the portal are as follows:

According to the error message, updating the value of mongo_server_version from 4.0 to 4.2 in infra\modules\cosmos\cosmos.tf, and then rerunning azd up, the api page loads successfully.

Repro Steps:

1. Run azd init -t todo-python-mongo-terraform -b staging.
2. Run azd up
3. Click the api url in the log.

Environment:

• Template: todo-python-mongo-terraform
• OS: Windows
• Branch: Staging
• Azd version : azd version 1.19.0-beta.1-daily.5273554 (commit a9a799fcecb24305bdf57298453574e3b0ac9622).

Expected behavior: The api page can be loaded successfully.

Suggestion: Update the value of mongo_server_version from 4.0 to 4.2 in infra\modules\cosmos\cosmos.tf.
