Add load testing user class for gpt-4-vision use case

Purpose

This PR adds a HttpUser class to locustfile.py to aid in loadtesting the GPT4-vision use case. This PR also includes some markdownlint fixes related to READMEs I was updating along the way.

Does this introduce a breaking change?

When developers merge from main and run the server, azd up, or azd deploy, will this produce an error? If you're not sure, try it out on an old environment.
