Login screen

I'm curious how the login screen is configured. This example, using "fabrikamb2c.onmicrosoft.com", presents what appears to be a newer login screen than mine does. Is it a custom layout? The only setting I've been able to find for this is the flow's "Page Layout Version". I've tried all the options and none appear to have the desired effect.
