[test tool] WavFile throws exception even if that dialog is marked as skip

Minimal steps to reproduce

create a new test file and flag a dialog to skip. Also specify a wav file in that dialog. Run the app

Any log messages given by the failure

Test encountered exception VoiceAssistantTest Error: 0 : System.IO.FileNotFoundException: Could not find file 'E:\tests\test2.WAV'.

Expected/desired behavior

I would expect the wav file to not be necessary if the dialog is being skipped.

OS and Version?

Windows 7, 8 or 10. Linux (which distribution). macOS (Yosemite? El Capitan? Sierra?)
