feat(Upgrade): Portal consortium

Following Gerousia and Apella, the portal should figure out how to deal with message boxes and what it follows. They current code just follows the latest rollup, but that should be addresses properly.

One method as outlined in that doc is a separately controlled registry for following along that path.
