feat: add CI performance benchmarks to Aztec dashboard

Add a new CI section to the Aztec Benchmarks dashboard to track network deployment times from scenario tests. This will provide visibility into CI performance trends by publishing benchmark data to the existing benchmark infrastructure, enabling teams to identify and address performance regressions in the deployment pipeline.
