[BUG] aztec-up does not update version properly

What are you trying to do?

Tried to move from v2.0.3 to 3.0.0-devnet.4 using aztec-up.

Code Reference

Run the following command: aztec-up 3.0.0-devnet.4

The version should change across aztec tools. Running aztec-nargo compile gives the following output:

Cloning into '/home/username/nargo/github.com/AztecProtocol/aztec-packages/v2.0.3'...

Which means that the old version is still being used. Deleting /home/username/nargo/ solves the issue, the correct version is used next time you run aztec-nargo compile

Oh, I just noticed another thing. aztec update changed versions of modules in package.json to 2.1.2, even though I have v3.0.0-devnet.3 installed.
