Determine max note len in pxe and nr

https://github.com/AztecProtocol/aztec-packages/pull/14595 introduced NoteValidationRequest, which contains MAX_PACKED_NOTE_LEN. Unfortunately, we also need this value in TS, but said constant is highly aztec-nr specific. Is this a problem? Should we use a larger value (e.g. up to the size of the private log)? Do we not care?

The same happened in #14634 for MAX_EVENT_SERIALIZED_LEN.
