feat!: allow to pad side effects in circuits

Allow to pad note hashes, nullifiers and private logs to the output in reset circuits. The padded side effects will be siloed with SIDE_EFFECT_MASKING_ADDRESS (currently 7), and their counter is MAX_U32_VALUE .
