Request: downgrade minSdk so library consumers don't need to use `tools:overrideLibrary="com.azimolabs.languageswitchertile"`

Library can simply be no-op when runtime api is below 24 and there won't be a need to specify override parameters.

Request: add root access for the requires permission

So that we won't need to do it via PC. Also, it could have just the ability to go to the language settings, if the permission isn't granted.
