Generate burgs with correct number of roads

Problem Burgs are generated with an incorrect number of roads leading into the burg.

Solution use gates=# in the Watabou city generator URL instead of gates=-1

-1 means the MFCG will select a number on its own. We don't know how many roads are there in the FMG, so we cannot send this value explicitly. May be changed in the future
