I played around with it for a bit and discovered that if you place a seal (I was only testing with store seals) on the CAD Assembler from PSI, the CAD Assembler GUI will open for a very brief moment, then the seal GUI will open. That was the only tile entity block I have installed that had that behavior, so it's probably something on PSI's end, but it made me think of something.

This is kind of a wild guess, but maybe when the seal is placed on a non tile entity block, the GUI is opening twice in a row, making the sound occur twice.
