Constantly High CPU usage on Win10 14393

Describe the bug

When using Avalonia 11.1.3 there is a constatly high CPU usage of 50% on two cores, when testing in Virtual Machine with two CPU cores.

Note: When using Avalonia 10.0.13 the CPU usage is normal (<= 0%).

To Reproduce

To reproduce it you just only have to use a blank Avalonia App (from Visual Studio tempate).

Expected behavior

The CPU usage is small as in Version 10.0.13.
