FallbackValue = 200.0 result in not a valid value for decimal

Describe the bug

If I put any decimal value containing a dot xaml file fails with "result in not a valid value for decimal"

To Reproduce

Add a fallback value to any decimal binding containing a dot. Having french culture set.

Expected behavior

No response

Additional context

Current culture is french maybe some CultureInfo.InvariantCulture is missing somewhere. It used to work in 11.0.1
