Enchantments bug
Describe the bug There seems to be a bug with one of the enchantment or many it happens to other enchantments too. The enchantment Thor with the lighting strike it can harm players even if there pvp is toggle off. We use a public pvp toggle system that disables pvp so the enchantment shouldn't be able to harm it.
Second thing is thor enchantment can harm players animals even they are in grief prevent protection or tamed. I think these issues are major.
To Reproduce Steps to reproduce the behavior:
- Above should explained the issue ^^
Expected behavior Expected to work properly when players pvp is turn off then it shouldn't hurt effect them. When mobs are protected within land claim or tamed it shouldn't harm it.

Server Information (please complete the following information):
- Version: Paper 1.18.2
- Version of plugin and eco: EcoEnchants v8.50.0
Additional context It could be happening to other enchantments along and not just Thor enchantment?
