Deleting plugins I've purchased from plugins.php

I've purchased Sensei pro on the dotcom marketplace and deactivated it but there is no way for me to delete it. The "automatically managed for you" message is unhelpful.

We need a link to purchases, and to explain that the plugin is tied to the purchase which must both be cancelled and removed before the plugin will be removed from the site.
