Extensions > Manage is displaying outdated page on Entrepreneur plans

Quick summary

When Navigating to the Extensions > Manage page on an Entrepreneur site, the old connection page is displayed. The user is directed to /wp-admin/admin.php?page=wc-addons&section=helper&wc-helper-status=helper-connected instead of /wp-admin/admin.php?page=wc-admin&tab=my-subscriptions&path=%2Fextensions. Additionally, the buttons on this page are not displaying text which appears to be a CSS issue.

I am not sure if this is the best place to report the issue, but after discussing it with @maxlaf, we thought it was most likely related to Calypso. Additionally, the buttons on this page do not display text (it looks like a CSS issue).

Steps to reproduce

1. Create a WPCom Entrepreneur plan site
2. Navigate Extensions > Manage

What you expected to happen

You should be directed to the new Extensions page.

What actually happened

You are directed to the outdated Extensions page.

Only appears on sites with the Entrepreneur plan. Workaround is easy of you know about it, but most users will have no idea they are using an old page or how to navigate to the correct page.
