Google My Business: Flow is broken if there is no Google My Business under the connected Google account.

Steps to reproduce the behavior

1. Go to Tools > Marketing > Connections
2. Connect Google My Business to a Google account that does not have a Google My Business account.
3. After approving connection from Google, WordPress.com asks to select a location. But there is none to select.
4. Proceeding with Connect will give the error The connection could not be made because no account was selected.

What I expected to happen

As per the documentation here: https://wordpress.com/support/google-my-business-integration/#steps-if-you-do-not-have-any-listings-yet , if there is no Google My Business account yet, it should show this message:

It asked to select a location when there is none to select.
