Editor: Right Click Paste doesn't work on Empty block (Safari)

Steps to reproduce the behavior

1. Make sure you have something in your clipboard
2. Add a new page or post while using Safari 14.0.3
3. Click on the Type / or select a block placeholder and right-click
4. Note the Copy/Cut/Paste options are unavailable
5. Type some text, and right-click again, note the options are available now

Reported by a user who was able to paste using this method until a few days ago.

Consistently reproducible on Safari. CMD+V works, and the paste option is there in Chrome.

Reproducibility (Consistent, Intermittent) Leave empty for consistent.

Any idea if this is specific to WP.com, or is it all Gutenberg instances?
