Tags: New tags disappear after they are entered in Gutenberg

When adding multiple tags to a new post, the option is given to either add a comma before entering the next tag, or clicking the return/enter key on the keyboard.

Oddly, when using the enter key to move from a just added tag so that a new one can be added, the first tag disappears. It will reappear if you hit the enter key a second time, but the behavior is confusing to users, as reported here: https://wordpress.com/forums/topic/cant-add-new-tags/

Steps to reproduce the behavior

1. Open a new post in Gutenberg
2. Add a new tag in the tags meta and the press the return/enter key
3. Newly added tag disappears as if it was never typed in
4. Pressing the enter key a second time causes the tag to reappear, and then subsequent tags can be added

What I expected to happen

Pressing enter on the keyboard should move the cursor over so additional tags can be added.

Note

This does not seem to happen if you type in an existing tag, but is an issue only with new tags that are being typed in for the first time.

I seem to be unable to reproduce this. I tried the following:

• Simple site & self-hosted site.
• Self-hosted site with and without the Gutenberg plugin.
• Chrome & Safari

I was also not able to replicate this, but we had a similar report in 4434735-zen except there, the tags are reported to disappear on saving/publishing the post.

Seems to only be a problem for this customer when using the "Enter" key from the numeric keypad.

Another user report in 4138658-hc. Shared they can try adding tags via Quick Edit in wp-admin instead as a workaround.

• In my tests, the simple test site reproduced this issue the clearest. AT and SH sites' tags promptly appeared in the tags field, and only momentarily rearranged occasionally. Simple, however, had tags go missing and need to be re-added.
