Jetpack settings links go nowhere

Some links on the Jetpack page direct users back to WordPress.com with the messages Oh no! You need to select a Jetpack site to be able to setup your plan and Oh no! We can't install plugins on this site. File modifications are explicitly disabled by a site administrator. Those messages are propagated in the wp-calypso repo.

Ideally, users will not be directed to WordPress.com to view their Jetpack settings, and if navigation to WordPress.com is expected then we will need a smooth transfer to the correct pages.

Steps to reproduce

  1. Login to a VIP Go site
  2. Navigate to the Jetpack page
  3. Click on "View settings" under any of the options, like Site Security

Expected behavior You'll be able to view the settings for the section you are attempting to view, like Site Security for example.

Actual behavior You'll be taken to a dead-end page on WordPress.com with a message like Oh no! You need to select a Jetpack site to be able to setup your plan as noted above

Other notes @jeremeylduvall has tried clicking the "Create account" button but this also resulted in an error loop, but we are unsure if this is due to the request being from a support user.
