Archeo: Navigation Block can't add submenus if menu is more then one row

On the Archeo theme, if you have a navigation block that is more than one row, and then try to add a submenu option, the menu will not add, the + sign to add an item is non-responsive. Only happens on Atomic.

- Have a site with the Archeo theme active.
- Create a menu that uses atleast 2 rows.
- Try to create a submenu from one of the menu items.
- Hit the + button to add a menu item.

I should get the add menu item dialog to add a menu.

Workaround details
I did find if you switch to another theme, add a single sub-menu option or multiple ones, and switch back, then the + sign on the existing submenu does work normally.
The only other workaround would be to switch to a classic theme.

I see one easier workaround be to switch menu navigation into mobile, then add submenus which is working as expected.

- Tested this with a long menu on an AT site. I noticed that the submenu dropdown has a black background so the + button was not visible, but it did still work. Here's a screenshot:
This is a different issue than the problem described in the original report, but it does still seem like a problem so I am going to go ahead and mark this issue triaged for further review.
