The decimal separator for grading percentages is a period (.) e.g. 33.33% - but some languages e.g. Dutch prefer to use a comma e.g. 33,33%

Describe the solution you'd like

Allow users to select the decimal separator or specify a custom one. WooCommerce has this as a field in its settings, but it only applies to product prices.

Describe alternatives you've considered

If there's an easier way to do it, I'm open to suggestions.
