Duplicate notices on legacy courses

Steps to Reproduce

  1. Activate the Course theme.
  2. Create a course without any block.
  3. Activate the setting "Don't allow self-enrollment".
  4. Access the course as a student.

What I Expected

To see a single notice.

What Happened Instead

I see 2 notices.
