Course list: Adding a course action block to the course list block causes the prerequisites message to show

If a course has a prerequisite, and then it is included in the Course List block, and the course actions block is also included, then the prerequisites message shows at the top of the /courses page.

Steps to Reproduce

1. Create two courses, one as a prerequisite of the other
2. Add a course list block to a page, and ensure that the course list block contains a course action block
3. The page at /courses will show the prerequisites error message
