Fix issues with block visibility

Settings panel should be collapsed by default

It takes up the whole sidebar for every block, it really shouldn't be open by default

List view label broken with Gutenberg plugin:

Couldn't quite figure out how to fix the CSS, discussed with @dadish about doing this in janitorial.

I think it's worth to do just the 'Settings panel closed by default' part too for a quick win.
