Create Quick Links section for Sensei Home

Depends on #5625. The idea is to provide quick access to help users with questions they might have while starting for the first time (i.e., Getting Started Guide, Create a Course, and so on).

Should NOT the logic to allow installing/hiding the link import the demo course, too, as this is handled by #5749
