Episodes not getting added to the Up Next queue after a phone restart or force-closing the app

Expected behavior

Podcast episodes with "Auto Add to Up Next" are added to the Up Next queue.

Actual behavior

Reported in 5468150-zen:

[...] If the app is starting from scratch (when phone restarts, or ios killed it) and there a new podcasts available which have auto-download enabled and auto-up-next enabled as well but are not downloaded yet - only the auto-download happens, the auto-up-next is ignored/missed [...]

I was able to reproduce this with the steps listed below:

Steps to reproduce the behavior

1. Subscribe to the BBC Hourly News Bulletin podcast
2. Enable the "Auto Download" and "Add to Up Next" options for this podcast.
3. Restart the device or force close the app
4. Wait for the podcast to release a new episode
5. Open the app again and notice no new episodes from the podcast were added to the Up Next queue
6. Visit the podcast page, noticed new episodes were auto-downloaded
