Investigate: New Episodes Only Appear in a Filter After Downloading Another Episode

Until the user starts downloading an episode in a filter, new episodes from the podcast do not appear.

This was reported in #7461148-zen.

Step-by-step reproduction instructions

We have so far been unable to replicate the issue. However, the steps the user takes are as follows:

1. On a filter (exact settings to follow), start downloading an episode from podcast A
2. If podcast A has new episodes, they will start to show up in the filter
