ShowNotes not loading if mobile data is blocked

Description

ShowNotes in the player UI are not loaded when Mobile data usage is disabled by the operating system. This is a special features added by OEMs, that allows users to disable the mobile data access on a per-application basis (see screenshot one).

I think this might be very well related to the cache time and possible could be solved by increasing it. Also, I could not replicate this on the debug variant of pocket casts.

Step-by-step reproduction instructions

  1. Disable Mobile Data for Pocketcasts. Note: This is not available in AOSP and only added by OEMs
  2. While having Wi-Fi disabled, open the app
  3. Play a downloaded episode
  4. Click on the Notes tab
  5. Notice how it tries to load the notes and fails
