Skip forward/skip back buttons missing from notification while casting

Description

Skip forward/skip back buttons are missing when casting using an Android phone running Android 13.

Step-by-step reproduction instructions

1. Open the app and play an episode.
2. Open "Now Playing" screen.
3. Select Chromecast from the options at the bottom.
4. Check that on the lock screen or notification plater, skip forward/skip back buttons are missing.
