Better user communication and control when polling is disabled due to too many errors

Currently, when we exceed the number of consecutive errors, we just disable polling. We neither tell the user, not allow them to resume it.

So, the task is two-fold:

  1. Notify the user when we stopped polling due to too many errors.
  2. Allow them to resume it. It could be via a simple refresh of the page.
