"New" menu item disappears from admin bar when switching languages

In the impelmentation I'm testing there are three languages installed: the "New" menu item in the admin bar disappears when i switch to any language other than the master

This is currently an undecided area of Babble. The original requirement of the plugin was very specific: a platform for translating content on a site into multiple languages. This meant that there was no requirement to create content in a non-default language that did not exist in the default language (and this is why the Add New menu is not visible for non-default languages).

That said, the issue of creating new content that only exists in a non-default language has come up in discussion several times. We don't currently have an answer for it, and the issue has been compounded a little now that all translations go through the translation workflow.

The current working assumptions are as follows: The content owner speaks the default language and they may not speak the other languages. All translations go through the translation workflow.

If you want to create a piece of content in a non-default language, the current proposed hack is that you create a "briefing" content piece in the default language, leave it in draft, then create a translation job for it in the relevant languages.
