Rationalize repositories

With @PeterRJones @dionjwa @justinmc @florencio-mazzoldi - need to rename and rotate repositories to, at the very least, have the name of the project on them :)

  • [ ] Rename molecular-design-applications -> molecular-simulation tools
  • [ ] figure out where the workflow definitions will live
  • [ ] release and maintenance plans for moldesign, nbmolviz, and pyccc
