AuthMe not working

What behaviour is observed?

I added only authme plugin on server, and when I start the server it doesnt even start in console. Maybe I must to do something with configuration, but i havent congfg.yml in folder. Server on paper

Expected behaviour

IIt must be working. but dont. In guides. people just set it on their server and it works. Mine is not working

I have nothing in servers console. Only defalut server start
