Fix staging/prod hosting deploy issues & apply CI improvements

  • You are hosting staging and prod on the staging cloud.gov.au
  • Prod has a single instance only so there is an outage for every site in prod using uikit everytime there is a deploy done
  • the org and space name you are using is dto/dtomisc

  • email [email protected] asking for a proper org and space (same on stage and prod)
  • take the CI/CD improvements from https://github.com/AusDTO/dta-website
  • Announce to all consumers of the change of url
