Health and ourselves (DHS) are in the process of working on a pattern for this using Bourbon refills - http://empties.bourbon.io/ (scroll down to cards.)

The challenge at the moment is getting images to behave correctly in all configurations in terms of the flexbox positioning individual cards within their parent container.

I'd love to get some other examples as to how teams are approaching this very common pattern as I am yet to see one which just works really well without there being an image overhead.
