Bug - GOV.AU menu items have no hover or focus style

What I did

Tabbed to items in opened menu and hovered over items.

Related to #330 ?

What browser and device I was using

Chrome, Firefox & Safari:OSX Chrome, Firefox:Windows 10

What I expected to see

Visual indication of hover and focus when interacting with the menu items.
