[Bug]: Telescience issue

Describe the issue

The new telescience software has a few kinks to work out. Heres the ones I have noted:

1. After moving the telescience pad and console downstairs onto the Intrepid, I was suddenly unable to select any sector offset at all. The same issue happened when we moved off-ship. I think it fails to recognize that it is still aboard the Horizon when moved to deck 1, and maybe it hasn't been prepared for working outside the Horizon?

2. The intention is that the telescience console can open to an offship site, but it uses sector offset. Wouldn't it in general be easier to work with if it just uses the sector?

How to reproduce

Move the telescience pad/console downstairs. Try to use it.
