[Bug]: Floor light fixtures are not properly layered

Describe the issue

Floor light fixtures, especially the in-progress frames, don't layer properly with floor decals. This includes click collision, requiring you to alt-click the floor to access the light fixture.

Notably, the completed light fixture layers above floor decals, but still can't be clicked on normally if the decals are present.

How to reproduce

1. Create light fixture frame
2. Place frame on floor that contains decals
3. Try to interact with frame under the decals
